COLUMBUS, Ohio — The top Democrat in the Ohio House has reprimanded a Cleveland-area Democratic state legislator over his treatment of a local cosmetologist at the Statehouse last week. House Minority Leader Allison Russo said Tuesday she has ordered state Rep. Elliot Forhan, of South Euclid, to undergo implicit bias training and to meet with the cosmetologist, Ladosha Wright, and local community leaders.
